In an act signed into law by the President of the United States of America, America's Senate and Congress, acting together, issued the following declaration [reprinted in part] on the seven touchstone principles of the First and Universal Covenant:

[Whereas] These ethical laws and principles have been the bedrock of society from the dawn of civilization, when they were known as the Seven Noahide Laws . . . without these ethical values and principles the edifice of civilization stands in serious peril of returning to chaos. . .
